(KSL News) Ogden City will freeze spending on 4 percent of its budget to combat falling tax revenues.

The city says it planned on having more than $15 million in tax revenue for this year's budget, which began in July. However, it received $600,000 less than predicted in the first quarter alone.

Now city leaders are freezing spending to save about $2 million and avoid possible layoffs.
