Andrew Adams reporting It could be a sign of hard times or a drug habit, either way two men are under arrest. They're accused of trying to steal scrap metal.

Police were out looking to recover stolen cars. That's when they say they saw a van on 700 West, then Mark Windley and Mike Whittle trying to sneak a bunch of scrap metal under a fence.

"I think it is a crime of desperation. I don't think you're gonna see a lot of people stealing scrap metal to sell it so they can buy a house with it. I think it's probably, most likely, drugs," said Salt Lake Police Lt. Gary Young

Young says investigators are trying to figure out if the men are linked to any similar crimes. They seemed to know what they were doing.
