The recession has forced some businesses to think twice about adding extra help for the busy holidays.
"There are some (businesses) that are doing some extra hiring, but it's not like what it's been in the past," said Susan Robertson with the Employers' Council.
She says stores aren't the only ones holding back.
"Even restaurants aren't as busy as they used to be. And a lot of times that's where your seasonal help would be," she explained.
She says holiday overtime has been reduced by about 26 percent.
One 7-Eleven store in California got more than 100 job applications in a week and a half.
