Man accused of taking up-skirt photo of City Creek Center shopper arrested

SALT LAKE CITY — A man accused by a woman of taking an inappropriate photo of her while she shopped at City Creek Center told police he took photos of other women secretly too, according to a jail report.

Stephen Glenn Grogan, 41, was arrested Monday evening and booked into Salt Lake County Jail on suspicion of voyeurism by concealed or disguised electronic equipment.

His arrest was in result of a report of a man taking an up-skirt photo while she shopped at City Creek Saturday, according to the jail document.

The woman, who wanted her identity hidden, told KSL-TV the man came up and took a photo up her dress while she and her husband shopped at an American Eagle Outfitters store. She said a man reached for a pair of jeans she was standing over and then saw the man’s cellphone camera was pointed under her dress.

The man then walked away, but the woman saw the man do it to another shopper at the store.

“It made me angry. It made me wonder what else he has done, what else he is going to do,” she said. “I don’t want this to happen to anybody else.”

The woman and her husband then alerted security, but the man fled. She took a photo of the man and posted a photo of him to social media and he was later identified as Grogan.

Grogan was picked up by police on Monday and interviewed. He told police he put his phone under the woman’s skirt and took a photo, according to the jail report.

“Grogan further admitted to taking pictures of other women secretly, under their skirts,” the report added.

American Eagle issued a statement regarding the incident Monday.

“Ensuring that our customers feel safe and comfortable while shopping in our stores is a top priority of American Eagle Outfitters, the company wrote in a statement. “We are working with the local authorities as they investigate the incident reported at our City Creek store.”
