CHEYENNE, Wyo. (AP) — Police investigating an explosion from a small, homemade device in a downtown Cheyenne alley have arrested a 16-year-old boy. The Wyoming Tribune Eagle reports authorities searched the boy's Laramie County home and arrested him Wednesday on a charge of possessing explosives. Cheyenne police say a device similar to a pipe bomb detonated behind a corrections halfway house on Monday morning. Nobody was injured, and no property was damaged.

CHEYENNE, Wyo. (AP) — The Wyoming Supreme Court has heard arguments over whether a state lawmaker and a citizen can challenge how state officials are managing a $300 million project to renovate the state Capitol complex in Cheyenne. The main issue in Wednesday's hearing was whether former state Rep. Gerald Gay, of Casper, and Evanston resident Karl Allred had legal cause to sue the state. The two claim the project has been mismanaged without competitive bidding. State officials say they have followed the law.

CHEYENNE, Wyo. (AP) — Former US Rep. Cynthia Lummis has ruled out running next year for governor of Wyoming. Lummis says that she had seriously thought to running for governor but ultimately decided that she wanted more personal time and freedom from politics. However, Lummis says she may seek elected office again sometime down the road.

CASPER, Wyo. (AP) — Court documents say two Florida men are facing felony drug charges after Wyoming Highway Patrol found them with about 40 pounds (18 kilograms) of marijuana. KTWO-AM reports a Wyoming Highway Patrol trooper pulled over the two men of Palm Harbor for speeding. The traffic stop led to a search where officials found 35 packages of marijuana in the trunk of their car.
