Alex Cabrero ReportingA man convicted of two kidnappings, five years apart, had a first parole hearing today, and one of his victims was there.
Jennifer Boone says, in 1997 Kevin Blanke raped her, but because the statute of limitations in Utah at that time, was only four years, he never faced any rape charges. Boone then worked successfully to get the law changed. The statute of limitations is now eight years, it's now known as Jenna's law.
Blanke is now serving prison time, not for the rape charges, but on kidnapping charges. He kidnapped Boone and a six-year old South Salt Lake girl, five years later, in 2002. He was found with the six-year old within a couple of hours. She had not been raped, but the kidnapping was a first-degree felony.
Blanke has been in prison on those charges for three years, which automatically brings a parole hearing. Although Blanke still didn't say he was sorry, Boone and the six-year old's parents never expected him to.
Jennifer Boone, Victim: "I don't want to hear it because I know it's not true. He does not feel sorry at all."
Shane Siwik, Victim's Father: "It's in my mind almost a certainty that if he did get out, he would reoffend, and I think that's a given."
The board parole will make a decision on his case within 30 days.
