SALT LAKE CITY (AP) -- Former Salt Lake Tribune Publisher Jack Gallivan is launching a project to raise funds to end chronic homelessness in Utah by 2014.
Gallivan is also founder of the Crusade for the Homeless Foundation.
He's calling the effort the "1 percent campaign."
Gallivan figures that a one-time drive to get Utah residents to pledge 1 percent of one year's income would generate enough to start a $100 million endowment.
That would be enough to build and maintain permanent supportive housing, and go a long way toward solving chronic homelessness.
The 1 percent campaign is similar to a 2004 national plan called Housing First.
Officials say that drive, using private and public funding, helped Utah build 500 units of housing.
