SALT LAKE CITY — The Utah Taxpayers Association has issued its annual legislative scorecard, grading Utah’s 104 legislators on 14 key taxpayer-related bills that were introduced in the 2011 session.

- Rep. Keith Grover, R-Provo
- Rep. Val Peterson, R-Orem
- Rep. Brad Wilson, R-Kaysville
- Rep. Carl Wimmer, R-Herriman.
The average score in the House was 68 percent, with five GOP representatives receiving a perfect 100 percent score: David Clark, R-St. George; Keith Grover, R-Provo; Val Peterson, R-Orem; Brad Wilson, R-Kaysville; and Carl Wimmer, R-Herriman.
Reps. Mark Wheatly, D-Murray (45 percent); Patrice Arent, D-Salt Lake (40 percent), David Litvack, D-Salt Lake (40 percent) and Christine Watkins, D-Price (40 percent) were the highest-scoring Democrats.
The average score in the Senate was 75 percent, with no senator receiving a perfect score. Seven GOP senators received the second-highest possible score of 92 percent: Stuart Adams,R-Layton; Margaret Dayton, R-Orem; Jerry Stevenson, R-Layton; Daniel Liljenquist, R-Bountiful; Wayne Niederhauser, R-Sandy; Howard Stephenson, R-Draper; and John Valentine, R-Orem.
Sens. Patricia Jones, D-Holladay (58 percent); and Karen Morgan, D-Cottonwood Heights (50 percent) were the highest-scoring Democrats.
Stephenson is president of the association, which primarily represents business interests on tax-related issues both at the state and local government levels.
