SANDY, Utah (AP) -- Opponents of a proposal to build big-box stores in Sandy failed to collect enough signatures.

Opponents came up 15-hundred signatures short to put a controversial zone change on the city's next ballot.

Save Our Communities group members wanted to undo a zoning change that accommodates a Super Wal-mart and a Lowe's home improvement center.

Yesterday, the Salt Lake County Clerk turned over an analysis of the petitions submitted by the citizens group. Sandy's clerk counted 6425 valid signatures when 7940 were needed.

The Save Our Communities attorney said the group will consider filing a lawsuit if they find discrepancies in the city's numbers.
