(KSL News) - After two lawsuits, the free-speech rules will be changing at the state capitol.
Now most free speech will be allowed on Utah's Capitol complex.
The first version of the rules were said to stifle First Amendment expression. The new proposal allows for outdoor free-speech activites 24 hours a day, and from 8am to 8pm indoors. Also, protestors can still hand out pamphlets, as long as it is done in a nonaggressive manner.
