Heber City man charged with raping 15-year-old girl

HEBER CITY — A man convicted of a sex offense against a 17-year-old girl last year has been arrested again and accused of raping a 15-year-old girl.

Ruben Armando Flores, 22, of Heber City, was arrested Tuesday and charged Wednesday in Wasatch County's 4th District Court with rape, a first-degree felony.

In 2019, Flores was charged with two counts of rape, and one count of forcible sodomy, all first-degree felonies. He pleaded guilty in January 2020 to an amended charge of sexual battery. Flores was sentenced to 90 days in jail and placed on three years of probation.

In that case, Flores had illegal sexual contact with a 17-year-old girl he met on social media, charging documents state.

The investigation into the latest allegations against Flores began in May. A 15-year-old girl met Flores on Snapchat and he convinced the girl to sneak out of her house and go to a place known as "the View" in Midway, according to a police booking affidavit.

"The victim was scared, but did sneak out of the residence," the affidavit states. "The victim sent a message to her friend (to) tell her that if she was 'missing' that she went to the mountains with Ruben."

Once she met up with Flores, police say he pressured her into having sex.

"The victim told me that she thought about where she was, and that if she did not consent, she would not have a ride back to the residence. It was late at night, and she did not have cellphone service to call for a ride. She would have to walk to be able to have cellphone service," the arresting officer wrote in the affidavit. "The victim told me that she told Ruben that she did not want to do this, but Ruben whispered in her ear that there was always a first time for everything."

Once he was done, Flores drove the girl back to her home and told her not to "snitch" on him or "tell someone what had happened," the affidavit says.

The girl told police she was "shocked" about what had happened and immediately blocked Flores on Snapchat. She said she also knows of a 14-year-old girl that Flores tried to contact on Snapchat shortly after the incident and she told the girl to block him, the affidavit states.

According to a police affidavit from Flores' 2019 arrest, he was convicted of rape in 2016 when he would have been either 17 or 18.
