SALT LAKE CITY (AP) -- Some state officials are trying to decide whether all college students should be required to have health insurance.

A 2008 survey indicates that 18 percent of residents between 18 and 34 are uninsured, the highest rate in the state.

Jim Davis, director of Utah State's Student Health and Wellness Center, says only a small percentage of students can't afford health care, and most simply decided not to get it.

John T. Nielsen, Gov. Jon Huntsman's adviser on health care, says plans for a low-cost health insurance plan for students could be presented to the Legislature in the upcoming session.
