Utah nonprofits call on Legislature to use rainy day funds, avoid spending cuts

A broad coalition of Utah nonprofits on Thursday called on the Utah Legislature to dip into its ample rainy day funds rather than cut spending to services when it meets in a special session next week. The decrease in state revenues associated with the COVID-19 pandemic is forcing lawmakers to reevaluate the budget they passed during the general session early this year and could lead to significant spending decreases. — Graham Dudley, KSL.com

Dow sinks 1,800 as virus cases rise, deflating optimism

Stocks fell sharply Thursday on Wall Street as coronavirus cases in the U.S. increased again, deflating recent optimism for a quick economic recovery and raising more doubts about how long the market’s scorching comeback can last. The Dow Jones Industrial Average sank more than 1,800 points and the S&P 500 dropped 5.9%, its worst day since mid-March, when stocks went through repeated harrowing falls as the virus lockdowns began. Many market watchers have been saying that the comeback in the market since late March was overdone and did not reflect the dire state of an economy in its worst crisis in decades. The S&P 500 rallied 44.5% between late March and Monday, erasing most of its losses tied to the pandemic. — The Associated Press

Candidates for governor say Utah poised to take larger role in global economy post-pandemic

The four Republican gubernatorial candidates on the June primary ballot all see opportunities for Utah in the global market in the wake of the COVID-19 pandemic but also said Thursday there’s work that the next governor will need to do to make that happen. Lt. Gov. Spencer Cox, former Gov. Jon Huntsman Jr., former Utah House Speaker Greg Hughes and former Utah GOP Chairman Thomas Wright participated separately in a 1½-hour forum on KSL NewsRadio’s “Inside Sources” program hosted by Boyd Matheson, Deseret News opinion editor. — Lisa Riley Roche, KSL

Salt Lake City loosens restrictions on businesses operating outdoors

Restaurants and retail businesses in Salt Lake can now operate in outside areas, according to Mayor Erin Mendenhall's 11th Emergency Proclamation issued on Thursday. The new proclamation allows businesses to operate outside of their regular buildings in an effort to promote the economy and allow businesses to more easily implement social distancing measures amid the novel coronavirus pandemic. “We hope this change gives business owners the ability to increase their ability to serve their customers while still ensuring distancing guidelines are kept during these summer months,” Mendenhall said in a prepared statement. — Lauren Bennett, KSL.com

388 new COVID-19 cases reported Thursday, three new deaths

After a recent statewide spike of COVID-19 cases, most of Utah will "pause" and stay at the yellow, low-risk level under the state's recovery plan, Gov. Gary Herbert announced Thursday. Utah’s number of COVID-19 cases has increased by 388 from Wednesday, with three new reported deaths, according to the Utah Department of Health. Thursday’s totals give Utah 13,252 total confirmed cases, with 968 total hospitalizations and 131 total deaths from the disease. Sen. Mike Lee supports bill to increase charitable tax deductions

Charities are struggling with fundraising right now as charitable giving has hit an all-time low. With more people out of work because of COVID-19, they are less likely to give to nonprofits, whose demand for services has recently gone through the roof. That’s why Sen. Mike Lee, R-Utah, is joining a bipartisan group of senators to support a bill that would increase the charitable giving deduction on federal tax returns to $4,000 for a single person and $8,000 for a married couple. — Kelli Pierce, KSL NewsRadio

Gephardt: Utahn says travel agency wanted him to pay for airfare refund

It’s no secret the COVID-19 pandemic has prompted thousands of travelers to cancel flights. But imagine being told that you have to pay a fee if you want a refund. It happened to Bud Strayhorn. He and his wife had booked two roundtrip tickets to see London this summer for their 30th anniversary. “Of course, when the coronavirus hit, we had to just cancel out,” said Strayhorn. “It’s been several months now that we have been trying to get a reimbursement back on our airline tickets.” Read how the issue was resolved here. — Matt Gephardt and Sloan Schrage, KSL TV

1.5 million more laid-off workers seek unemployment benefits

About 1.5 million laid-off workers applied for U.S. unemployment benefits last week, evidence that many Americans are still losing their jobs even as the economy appears to be slowly recovering with more businesses partially reopening. The latest figure from the Labor Department marked the 10th straight weekly decline in applications for jobless aid since they peaked in mid-March when the coronavirus hit hard. Still, the pace of layoffs remains historically high. — Associated Press

Resurgence of virus threatens South Korea's success story

Just weeks ago, South Korea was celebrating its hard-won gains against the coronavirus, easing social distancing, reopening schools and promoting a tech-driven anti-virus campaign President Moon Jae-in has called “K-quarantine.” But a resurgence of infections in the Seoul region where half of South Korea’s 51 million people live is threatening the country’s success story and prompting health authorities to warn that action must be taken now to stop a second wave. — Associated Press
