West Bountiful's police chief wants the city to raise the pay scale. He says too many of his officers are getting recruited away.

The chief calls West Bountiful a "training ground," and city councilwoman Debbie McKean acknowledges the attrition. "We've seen probably too much for what we would like to see. They kind of come, seem to get their feet wet, then leave," she said.

It's a two-fold problem. The starting hourly is $16.89, and it could be higher. But Chief Randy Lloyd says he can't even promise his officers they'll have jobs in a year.

Some on the council want to look into contracting with the county sheriff. McKean wants the department to stay.
