A refinery is a player on the real estate market in West Bountiful.

Neighbors have been complaining about the smell and the noise. So the Holly refinery, on the border of West Bountiful and Woods Cross, has been buying up homes across the street. Company officials say the idea is to reduce complaints, not to expand. They say the company wants a buffer zone.

In April, the refinery was hit with a $120,000 civil penalty for violating the Clean Air Act. The company says, though, those violations took place under the previous ownership.
