On Friday in Madison, a police officer shot and killed an unarmed 19-year-old. Similar cyberattacks have happened in other communities after officer-involved shootings.

Government attorneys had previously said officials wouldn't accept such requests under Obama's action until Feb. 18.

Ambassador Mark Lippert was slashed in the face and arm during a breakfast forum in Seoul, and he needed surgery. The alleged attacker is known as an anti-U.S. activist who was previously convicted of hurling a piece of concrete at the Japanese ambassador in Seoul in 2010. At a news conference Tuesday, Lippert said he's feels "pretty darn good."
