SALT LAKE CITY (AP) -- Utah's Supreme Court justices are considering whether Draper residents should have a say in where light rail runs through their south Salt Lake valley city.

The Utah Transit Authority and Draper's City Council want TRAX lines to loop through the city's east end. City leaders passed a resolution supporting UTA and allowed the agency to seek federal funding for the project.

Residents object and want the routes on the city's west side. They challenged the council's resolution with a referendum petition, but the process was halted by a state judge.

In court arguments Tuesday attorneys for UTA said the council's decision can't be challenged through the referendum process because a resolution isn't a legislative action.

It's unclear when justices will rule on the matter.
