WASHINGTON (AP) — Today, President Barack Obama lays out his plans to congressional leaders on how to combat the Islamic State militant group. He delivers a speech tomorrow to the American people. U.S. officials say Obama is looking at a broader counterterror mission than he previously had wanted, but he's still not committing U.S. troops to a ground war.

THE HAGUE, Netherlands (AP) — Dutch investigators have issued their preliminary report on July's crash of Malaysia Airlines Flight 17 over Ukraine that killed all 239 people on board. The Dutch Safety Board says the plane likely was struck by multiple "high-energy objects from outside the aircraft," causing it to break up, but the report stops short of saying the plane was shot down by a missile.

MIAMI (AP) — Convicted terrorist Jose Padilla (hoh-ZAY' puh-DEE'-uh) goes before a Florida federal judge today to face a longer prison term after a federal appeals court ruled his original sentence was too lenient. U.S. District Judge Marcia Cooke gave Padilla more than 17 years behind bars for his 2007 convictions on charges of supporting al-Qaida and terrorism conspiracy. Now prosecutors are asking for a 30-year sentence. Before trial, Padilla was held without charge under harsh, isolated conditions as an enemy combatant for more than three years.

PHOENIX (AP) — Forecasters say more rain could come today for the southwestern United States, where yesterday flooded roadways killed two people and left others stranded in their vehicles. Record-breaking rainfall from remnants of Hurricane Norbert left up to 4 feet of water in the Phoenix area. One woman died after her car was swept away in Tucson. The National Weather Service says the effects of Norbert could hang around through this evening.

ATLANTA (AP) — A hospital in Atlanta is getting ready to treat its third Ebola patient. Emory University Hospital says the patient is expected sometime today. The World Health Organization said yesterday that one of its doctors who had been treating Ebola patients in Sierra Leone had contracted the virus and was being evacuated. Two other Americans also had been treated at the hospital and both recovered. A fourth American with Ebola is being treated in Nebraska.
