(KSL News) -- The Utah Chiefs of Police Association has honored a Provo man as its "Officer of the Year."
Officer Phil Webber received the prestigious award. He's served with the Provo Police Department for the last 25 years, working in several departments, including traffic enforcement and hostage negotiation.
