Gene Kennedy Reporting He's been booked into jail several times, but he keeps getting out.
Police say the same man has led them on two high speed chases in the last month. But it seems like Michael Keenan has a "get out of jail free" card.
Police are pretty upset about this. They say this man is a menace to society with a lengthy criminal wrap sheet, the kind of person who should be kept behind bars.
Booking officers at the jail know 32-year-old Michael Keenan pretty well. And they watch him leave jail as often as he comes in. Keenan gets out on pre-trial release.
Keenan has allegedly led Taylorsville and West Valley police on two high-speed chases in a month's time.
The most recent incident was last Monday, when police say a West Valley homeowner found Keenan passed out drunk in a truck in his front yard. Keenan drove away from the scene. West Valley police later arrested him for fleeing police, DUI, and possessing stolen property.
But Keenan has managed not to face several charges. Some have been dropped, others have not been filed in court.
Keenan's criminal wrap sheet dates back to 1992, from Utah to Davis counties.
In addition to his charges in Salt Lake County, he has pending cases in Provo. He is charged in two separate cases in that district with second-degree felony theft, and has court appearances scheduled there for later this month.
In this morning's Deseret News, police from two agencies say this man has found a revolving door at the jail.
Capt. Tom McLachlan from West Valley Police says, "The guy is a menace. He needs to be put in a place where he cannot endanger the public."
Taylorsville Police Chief Larry Marx says Keenan and people like him do seem to have found a revolving door at the jail and are a "huge danger" to the public.
The question now... what's going to be done differently in this case to keep this man off the streets.
