SALT LAKE CITY (AP) -- A state senator wants police to be able to pull over anyone who's not wearing a seatbelt even if they're not breaking any other laws.

Senator Karen Hale says using safety belts is the most effective way of reducing injuries in car crashes. But in Utah, state law says police can only ticket someone older than 19 for not wearing their seat belt if they committed another violation first. Drivers younger than 19 can be ticketed even if they're not committing another violation.

Safety officials say they support a primary seat-belt law, but some lawmakers say it takes away personal choice.
