OREM, Utah (AP) — The city of Orem has launched a campaign to find whoever has been clogging the sewer system with fibrous sludge.
The Provo Daily Herald reports that for five months the city has been the victim of a so-called "phantom dumper" who has been dumping mushy fibrous gunk into the city's system illegally, costing taxpayers thousands of dollars.
To raise awareness of the crime, the city has ordered T-shirts with a cartoon of the "phantom" on the front.
Water reclamation manager Lawrence Burton says the city has been hit three times since the end of October, when city officials began offering a $2,500 reward for information leading to the phantom.
Burton says it costs the city up to $3,500 in time and labor every time the phantom strikes.
