Utah House committee to review 2 abortion-related measures Friday

SALT LAKE CITY — With less than two weeks left in the 2020 legislative session, members of the House Judiciary Committee will be looking at two abortion-related bills on Friday morning.

HB364 requires a medical professional to perform an ultrasound on a woman seeking an abortion, describing the images and playing the fetal heartbeat. A medical professional who performs an abortion without proof of the ultrasound would face a fine.

HB65 would remove provisions requiring a physician to verify a police report has been made before the physician performs an abortion on an adult woman who is pregnant as a result of rape or incest.

Other bills of note in committee Friday:

• Members of the House Transportation Committee are considering SB92, which requires the Department of Transportation to develop a statewide comprehensive plan for public transit, freight and any other use of fixed rail to fully and efficiently integrate all uses of rail within the state. The program would include double-tracking FrontRunner lines to improve service along the Wasatch Front.

• The House Natural Resources, Agriculture, and Environment Committee is hearing SB51, which requires the metering of pressurized secondary water systems. It passed the Senate on Feb. 19 with a 22-1 vote.

• Members of the House Law Enforcement and Criminal Justice Committee will get a first look at HB340, directing the State Commission on Criminal and Juvenile Justice to conduct a study on rampage violence, which it defines as “a violent act or shooting that occurs in a place of public use and results in three or more fatalities.”
