SALT LAKE CITY — The House passed a resolution Wednesday calling on the federal government to approve a balanced budget amendment to the U.S. Constitution.

HCR3, sponsored by Rep. Carl Wimmer, R-Herriman, was substituted to allow Congress to go into debt in times of war before passing 63-6.

"We really have the unenviable position of being the first generation that will leave to our children a nation that is in worse shape than the one we've inherited. That's shameful," Wimmer said. "It's time for Congress to balance their budget."

The resolution now goes to the Senate.
