(Salt Lake City-AP) -- Utah House Speaker Marty Stephens will announce this spring whether he will run for governor next year.

Stephens said his decision will not be predicated on whether Governor and fellow-Republican Mike Leavitt seeks a fourth term. Leavitt has said that he will wait until this summer to decide whether he will run again.

Stephens' position on how to balance the state's budget amid shortfalls has pitted him against Leavitt many times. Stephens also criticized the governor earlier this month for issuing line-item vetoes that restored $7.8 million dollars in cuts lawmakers had made in corrections, public safety and courts.
