(Undated-AP) -- Utah is number one when it comes to financial management of taxpayers' money.

The newspaper U-S-A Today took a look at how state governments have spent their money during the past five years.

Utah, it turns out, did the best. U-S-A Today's survey says Utah did well by dealing with revenue shortfalls early -- and by exercising caution when dipping into the state's rainy day fund.

Delaware and Georgia ranked just below Utah.

At the bottom of the list was California, faulted for spending too much when times were good and approving huge tax cuts. Montana and Mississippi also are in the bottom three.
