(Syracuse-AP) -- Syracuse residents and the city are at odds over flooding caused by a heavy storm two weeks ago.
Residents say Syracuse has an inadequate storm-drain system and want the city to help pay. They claim flooding in their homes came from water flowing out of basement floor drains and not from outside water.
The city council chamber was packed at a special meeting Tuesday.
City Administrator Michael Moyes told the homeowners that it was the land drains, not the storm drains that failed. Land drains are underground perforated pipes installed around the foundation to move underground water away from homes.
The city plans to investigate if everything was working correctly with the storm drains.
