OGDEN -- Ogden police say it's possible there could be more victims of a man now charged with the 2005 rape of a teen.

Investigators say 45-year-old Thomas Allan Ketts is a stepfather to a friend of the victim. They say he picked the victim up from a school picnic at a park, drove her back to the apartment where she lived on Van Buren Avenue and sexually assaulted her.

It wasn't until this year, though, that officers started reviewing old case files, decided to re-interview the victim and made the connection.

"It's another portion of the paper trail that we're putting together on a sex offender that preys on young children," says Lt. Scott Conley of the Ogden Police Department.

The rape was first reported in 2006 by the victim and her mother. "There was no real closure to it at the time, and I wanted closure to it," Conley says.

Investigators say Ketts admitted to the attack. He has been charged with felony rape and unlawful sexual conduct.

Ketts has also done time for a similar crime in West Valley. Police aren't aware of any additional victims, but acknowledge they could be out there.

"There's the unknown factor," Conley says. "We don't know what's out there that's been unreported at this time and, maybe by bringing him forward, getting him into the media and into the judicial system, it may bring some focus to him."
