Shauna Warnick is a parent in Spanish Fork and she says Chester Milburn has been helping to set up these events in her area for years.
The problem is Milburn's on the Sex Offender Registry. He was convicted of an offense involving a child 10 years ago. Warnick says she wishes she had known.
"I just wish that the Council would have been a little bit louder about saying this person is on the Sex Offender Registry, so be careful about using their business for your packs," she said.
Scout leaders in Utah County say they've been aware of Milburn for years, ever since he applied to be a scout leader. He was denied, and recently officials say they sent him what amounts to a cease and desist letter. They also say they made district leaders aware, but not all individual scouting units received the message.
