Sandra Yi ReportingPolice may have found the driver who hit and killed a bicyclist overnight and then left the scene. The Salt Lake County Sheriff's Office says a man turned himself in this afternoon.

We've just learned that police have arrested 27-year old Pedro Sosa for leaving the scene and for negligent homicide, both misdemeanor charges. He's being booked into the Salt Lake County jail.

Deputies have also recovered a 1999 Honda Civic as evidence.

People who live near the crash scene say, it's a dangerous road.

Gina French, Salt Lake County Resident: "People who speed is definitely a big problem. We just hear it, and you don't want to be out there on 39th."

That's where a bicyclist was hit from behind, by what a witness described as a speeding car. Both were going west on 3900 South, just east of Highland Drive.

Lt. Paul Jaroscak: "My understanding from the witness is that the driver never even slowed down."

The victim was found 300 feet from the point of impact. He suffered severe head and leg injuries. His bicycle is mangled metal and there was a lot of glass at the scene.

Lt. Paul Jaroscak, Salt Lake County Sheriff's Office: "So we're looking at significant damage to the car, either a windshield and/or the driver side window may have been broken."

Gina French lives off of 3900 South. She's seen people on bikes at night. She says the dark and speeding drivers can make it dangerous for them.

Gina French: "And I know that because when I've driven down it, I've been tailed because I'm not going fast enough, and I want to turn into my circle, they're right on my tail."

French would like to see some changes here.

Gina French: "Maybe lowering the speed limit. I don't know if a light will make a difference, right out there on 39th, another light."

The victim has been identified as 36-year old Bap Alcol Deng Bap, a Sudanese immigrant. Deputies say they don't know why he was riding a bike so late at night.
