'Recover to better': Utah Leads Together 3.0 includes high-risk protections, economic ideas, plan to get kids in the classroom

In March, the first iteration of the Utah Leads Together plan spelled out three phases of the state's response to COVID-19: urgent, stabilization and recovery. In April, Utah Leads Together 2.0 introduced the color-coded risk levels the state is using now (most of the state is at yellow, or "low risk," while parts remain at the orange "moderate risk"). On Wednesday, state leaders introduced another version of the roadmap document — Utah Leads Together 3.0. How experts say the COVID-19 pandemic will affect Utah births, deaths and demographics

Demographers believe the COVID-19 pandemic will have some noticeable effects on Utah’s population makeup. But they believe that when looking back at Utah’s population growth history in 20 years, the pandemic will likely be just a blip on the timeline. "Human behavior is incredibly unpredictable," said Mike Hollingshaus, a demographer with the Kem C. Gardner Policy Institute at the University of Utah. He discussed how COVID-19 might affect Utah’s demographic makeup at a Gardner institute panel May 13. Four others joined Hollingshaus for the discussion: Gardner institute director Natalie Gochnour, Gardner institute director of demographic research Pamela Perlich, U. associate professor Brian Shiozawa and Gardner institute researcher Mallory Bateman. — Jacob Klopfenstein, KSL.com

BYU won't take $32.2M in relief funding from the CARES Act

Plenty of colleges and universities have faced financial difficulties as a result of the novel coronavirus pandemic, which shuttered many campuses indefinitely and sent the majority of students home to complete schoolwork online. That’s why the U.S. Congress set aside part of the Coronavirus Aid, Relief, and Economic Security (CARES) Act for higher education. Utah schools received more than $200 million in CARES Act funding, with nearly $100 million allotted to the state’s institutions of higher education. The U.S. Department of Education initially said BYU would be allocated $32.2 million, the most of any institution in Utah. Utah Valley University, the state’s largest public college, received nearly $23 million in federal funding, Snow College received $2.4 million, and all other public colleges received varying amounts in between. — Sean Walker, KSL.com

NCAA to lift moratorium on football, basketball workouts on June 1

The NCAA Division I Council voted Wednesday to lift a moratorium on voluntary workouts by football and basketball players effective June 1, two people with direct knowledge of the vote confirmed to the Associated Press. The decision paves the way for colleges, including the University of Utah, Utah State, BYU and other colleges in Utah to allow athletes in those sports to return to campus — in accordance with individual university and local recommendations. A decision on other sports was still pending. — Associated Press

Nordstrom and Nordstrom Rack to reopen 6 stores in Utah

Six Nordstrom and Nordstrom Rack department stores in Utah will reopen Thursday for the first time since March, company officials said Wednesday. The stores reopening are: Nordstrom Fashion Place in Murray; Nordstrom City Creek Center in Salt Lake City; Nordstrom Rack Station Park in Farmington; Nordstrom Rack University Crossing in Orem; Nordstrom Rack Sugar House in Salt Lake City; and Nordstrom Rack Commons at South Towne in Sandy. "We are excited to bring our employees back to work and look forward to welcoming customers in our doors so we can continue serving them in our stores," company officials said in a statement. Customers will still have to follow safety guidelines, which can be found here.

2020 Red Butte Garden concert series canceled

Citing state and University of Utah COVID-19 restrictions about events, Red Butte Garden officials said they have canceled the 2020 Outdoor Concert Series. "The state and university have slowly relaxed some of the guidelines for public venues that host concerts and outdoor events, but so far these are limited to small groups. We just don’t expect that there will be a safe and responsible way to bring 3,000 concertgoers to the amphitheater this summer," officials wrote on the organization's website. The organization plans to have concerts again in 2021.

192 new COVID-19 cases reported in Utah

The number of COVID-19 cases in Utah increased by 192 from Tuesday, with two new reported deaths, according to new Utah Department of Health figures released Wednesday. There are now 7,710 total confirmed cases in Utah. The state also reports 631 total hospitalizations and 90 total deaths from the disease. Previously, there were 7,518 cases in the state. State health officials report an estimated 3,197 active cases of the coronavirus Wednesday, which is a little more than 41% of the total cases to date. The state reported an estimated 3,155 active cases on Tuesday. An estimated 4,423 people have recovered from COVID-19. — Carter Williams, KSL.com

Southern Salt Lake County cities to salute all fighting COVID-19 pandemic

Riverton officials say they will join Draper, Herriman and South Jordan in a "Frontline Salute" fireworks display on May 30. The multi-city firework show will begin at 10 p.m. from four locations within those four cities. Residents of the cities are being asked to watch the firework display from home. It will also be synchronized with an audio soundtrack that people will be able to listen to on 97.1 ZHT, My 99.5, 94.1 KODJ, Rock 106.7 and Easy 99.1. City officials say the size of the fireworks will allow "a substantial majority of residents of the four cities and neighboring areas to see the show from their homes and neighborhoods." "Due to the pandemic, one of our scheduled firework shows couldn’t go on as usual; however, after brainstorming with the fireworks company and our great city staff, we presented this idea instead," Riverton Mayor Trent Staggs said in a prepared statement. "I’m thrilled that we were able to bring this firework show to fruition with our surrounding cities and sponsors. We think it’s incredibly appropriate to recognize all who have worked so hard to combat the virus and the efforts of all our residents to stop the spread." — Carter Williams, KSL.com

Grand Canyon's South Rim to reopen for Memorial Day weekend

The South Rim of Grand Canyon National Park will reopen this weekend for limited entry and recreational access, park officials said Wednesday. The South Rim entrance will be open from 4 to 10 a.m. for visitors to enter the park. Afterward, the rim will be closed to new people entering the rest of the day; those who get in will be able to stay until sunset. That practice will begin Friday and run through Memorial Day Monday. All entrance fees should be paid at automated fee machines, online or by purchasing a pass in advance at third-party vendors. Those allowed inside will have access to hiking on inner canyon trails and some amenities at the park. East Desert View Drive at the park will ben open until Navajo Point, where vehicles will turnaround. The East entrance on the South Rim and the Desert View Watchtower area, visitor centers, museums, and shuttle buses, lodging, restaurants and campgrounds on the rim are among places still closed. It wasn't immediately clear what the park's policy will be able Monday. Officials urge that visitors still follow physical distancing and hygiene guidelines when at the park. — Carter Williams, KSL.com

McAdams plans to donate more plasma after recovering from COVID-19

Utah Rep. Ben McAdams says he will donate plasma a second time to help ARUP Laboratories and University of Utah Health researchers better understand if plasma from those who have recovered from COVID-19 may be able to help those currently infected. He said he first donated plasma in April after recovering from a case in March. In a prepared statement, McAdams said: “If my experience can somehow play a small part in helping relieve suffering for other patients with COVID-19, I’m glad to participate. The dedicated scientists at ARUP and the University of Utah Medical Center are doing cutting-edge research that the global medical community desperately needs due to a new virus that has sickened millions." — Carter Williams, KSL.com

Jazz guard Mike Conley donates $200K to communities affected by pandemic

Utah Jazz guard Mike Conley is donating $200,000 to assist communities amid the coronavirus pandemic, the point guard announced Wednesday. The donation will be split among the places Conley has called home, including Utah. A portion of Conley’s donation will go to the Utah Food Bank where his contribution will provide the equivalent of more than 194,000 meals for Utahns facing hunger, a release said. Conley will also donate to CodeCrew in Memphis, Tennessee; the Community Shelter Board and Columbus Urban League in Ohio; the Indianapolis Public Schools foundation; and the New Haven Missionary Baptist Church in West Helena, Arkansas. “Giving back and helping others is very important to me. The COVID-19 crisis has allowed me to slow down and appreciate who I am and where I am in life,” Conley said in a statement. “It has reminded me that I am in this position because of the support and sacrifices of others I’ve encountered all along the way. Judge denies Utah fraudster Rick Koerber's request for prison release after COVID-19

A federal judge has again rejected Utah fraudster Rick Koerber’s request to be released from prison even though he apparently had COVID-19. Koerber’s previous motions for compassionate release didn’t state that he had the disease, only that his health issues put him at high risk of severe illness or death from COVID-19. Government prosecutors redacted information about his health in their court filings. But U.S. District Judge Frederic Block referred to it in his brief decision denying the motion Tuesday. “Koerber contracted COVID-19, but did not experience any complications. There is no evidence that a recurrence of the disease would be any more serious (even in the unlikely event he can and does contract it again),” the judge wrote. Maskless customer upset when he's asked to leave, business defends policy

As more businesses welcome back customers, owners are faced with the question of how to reopen their business safely, prompting a debate that’s playing out online and in some stores: Should businesses require customers to wear masks? “I can make that decision,” said Emily Moore, who requires all of her customers to wear masks when shopping at Home Again Consignment. “I don’t make it lightly, but I make it because I care. It’s a small thing that I can do while you’re in the four walls of my store.” Mark Todd, a customer, recently walked into Home Again to look around without a mask. He was asked to leave. “She wasn’t aggressive or mean about it. But it was clear that I didn’t have a mask on and it was clear I wasn’t welcome in the store without one,” he said. “I just feel like I have the right whether I wear a mask or don’t wear a mask.” When reflecting on the incident, Todd thought the business could “maybe just be welcoming instead of exclusionary." ICYMI: Catch up on coronavirus developments from yesterday

Utah’s number of COVID-19 cases increased by 134 on Tuesday, with eight new reported deaths — the highest increase the state has seen in a single day.

The Church of Jesus Christ of Latter-day Saints is preparing to return to weekly services.

Salt Lake County mayor’s office spokeswoman Chloe Morroni confirmed Monday that the Holladay Lions Recreation Center is being used “in response to COVID-19,” but would not say specifically how it’s being used or whether it’s a quarantine and isolation facility.

President Donald Trump emphatically defended himself Tuesday against criticism from medical experts that his announced use of a malaria drug against the coronavirus could spark wide misuse by Americans of the unproven treatment with potentially fatal side effects.

Officials in Utah County continue to shield the names of two businesses that health officials say defied COVID-19 guidelines, including one business that required an employee who tested positive for COVID-19 to come to work before the recommended quarantine period ended. A coalition of news outlets — the Deseret News, the Daily Herald, the Salt Lake Tribune, Fox13 and KUTV — have appealed Utah County’s denials to public records requests for documents identifying the two businesses.
