KABUL, Afghanistan (AP) — An Afghan government official says a peace deal with a militant group could be completed as early as tomorrow, after two years of negotiations. A draft agreement shown to The Associated Press calls for the militant group (Hezb-i-Islami) to end its war against the government and cease all contact with other insurgents. In return, its members would receive amnesty and its prisoners would be released. There's hope that the deal might serve as a template for a future peace deal with the Taliban.
MAKHACHKALA, Russia (AP) — Police in Russia's Dagestan (dah-guhs-TAHN') region say two officers have been killed and 14 wounded during clashes with militants holed up in an apartment. The Interfax news agency, citing unidentified law enforcement officials, says at least four militants were killed in the apartment, which was set on fire. Dagestan is the center of an Islamic insurgency still simmering after separatist wars in neighboring Chechnya.
JACKSONVILLE, Fla. (AP) — Police in Jacksonville, Florida say a knife-wielding man was shot early today after threatening to cut off officers' heads. The Florida Times-Union reports that police were called to a McDonald's where a man with knives was banging on the windows in a threatening manner. When police arrived, the man began yelling at the officers, saying he would cut their heads off. Police say they tried to persuade him to surrender but he charged at officers, who shot him. He's in critical condition.
PINEDALE, Wyo. (AP) — Authorities say a man accused of luring a woman and her four teenage daughters to a Utah house and tying them up in the basement has surrendered in Wyoming. The Sublette County Sheriff's Office says 51-year-old Flint Harrison surrendered early today. Authorities are now looking for his 22-year-old son, Dereck James Harrison, who is also believed to be in western Wyoming. He's described as armed and dangerous.
SEATTLE (AP) — Dozens of protesters have blocked railroad tracks leading to two oil refineries in northwestern Washington state to oppose the flow of oil from trains to those facilities. About 150 people spent the night in tents pitched on railroad tracks about 70 miles north of Seattle. Dozens more are expected to join the protests today.
