LOS ANGELES (AP) — A California man is being charged with terrorism-related counts. Federal prosecutors say 24-year-old Enrique Marquez was charged today with conspiring with one of the San Bernardino shooters to commit terrorism in 2011 and 2012. Marquez also was charged with illegally purchasing the two assault rifles used by Syed Farook and his wife to kill 14 people on Dec. 2.

BRUSSELS (AP) — Syrians arriving in Turkey from third countries will need visas starting next month, as Turkey looks to slow the flow of migrants to Europe. A document drawn up by Turkey's prime minister says the move "will have a direct impact on reducing irregular crossings of groups holding Syrian passports who use sea or air routes from third countries to reach our countries."

WASHINGTON (AP) — The White House says the president's chief of staff found out back in May that Defense Secretary Ash Carter was sometimes using a personal, unsecured email account to conduct official business. A White House spokesman says those concerns were passed along to Pentagon lawyers. Carter says he ended the practice "a few months ago. He says it was "entirely" his own mistake.

NEW ORLEANS (AP) — New Orleans Mayor Mitch Landrieu has signed a Confederate monument removal ordinance into law. He says the process to remove three prominent monuments in the city will begin within days by finding a contractor to take them down. The city says it plans to put the Confederate monuments in a warehouse until officials decide where they should be put in the future.

WASHINGTON (AP) — Congress is extending a federal loan program that provides low-interest money to the neediest students for college. The Perkins Loan Program will get a two-year extension under bipartisan compromise legislation that passed the House today, a day after clearing the Senate. The measure now heads to President Barack Obama for his signature.
