CHICAGO (AP) — An Illinois state representative says people have lost confidence in Chicago Mayor Rahm Emanuel and he has introduced a plan that could allow for his recall. Democrat La Shawn Ford filed legislation today outlining a lengthy process for a city special election. There have been calls for Emanuel's resignation since officials released video showing a white police officer fatally shooting a black teenager in 2014.

COLORADO SPRINGS, Colo. (AP) — The lawyer for the man accused of killing three people at a Colorado Planned Parenthood clinic is raising doubts about whether his client is competent to stand trial. Daniel King told the court that he wants the evidence turned over as soon as possible so the defense could assess the "depth" of Robert Dear's "mental illness." Dear stunned the court today when he declared himself a "warrior for the babies" and said he was guilty and won't go to trial.

WASHINGTON (AP) — The FBI director says the two San Bernardino shooters were radicalized at least two years ago and had discussed jihad and martyrdom as early as 2013. That was well before one of them, Tashfeen Malik, arrived in the U.S. on a fiancée visa. Investigators are also said to be looking at whether her husband, Syed Farook, planned an attack in 2012 but changed his mind.

BOSTON (AP) — Public health officials in Boston say lab testing has confirmed the presence of the norovirus at a Chipotle restaurant, near the Boston College campus. So far, more than 120 Boston College students have fallen ill with the gastrointestinal illness, which causes nausea, vomiting and diarrhea. The restaurant remains closed as the investigation continues.

PORTLAND, Ore. (AP) — There's a state of emergency in Washington state after days of heavy rain. The storms have led to landslides, power outages and flooding and are continuing in Washington and Oregon. Power has been restored to more than 60,000 customers in western Washington. Crews are still working to restore power to about 15,000 customers in the area.
