(KSL News) When a high school trip to New York City organized by a Utah-based travel company fell through, the company blamed debt in the wake of 9-11.
But this morning, the Utah Department of Commerce blames deceptives sales, and says it's time for the owner to face the music.
The state cited Larry Webb with an administrative citation, alleging he violating Utah's consumer laws.
State officials say Webb collected some 400-thousand dollars from 300 students promising them a Big Apple experience. Then his firm, Learning on Location, failed to fund the trip.
Many trips were canceled without full refunds. Other students went to New York on their own.
Webb faces potential fines of 750-thousand dollars.
