WASHINGTON (AP) — President Barack Obama has indicated that he's in no rush to expand attacks against the group Islamic State into Syria. Obama said the Pentagon is making assessments so that there can be "clear plans." He said Mideast nations need to stop equivocating about extremist groups like Islamic State.

NOVOAZOVSK, Ukraine (AP) —Russia says any of its troops fighting in Ukraine are "volunteers" and continues to deny it is arming or supporting pro-Russia separatists. But NATO says at least 1,000 Russian troops are in Ukraine. The alliance later released what it said were satellite photos of Russian self-propelled artillery units moving last week. Ukraine says Russian tanks and other equipment crossed its southeastern border with Russia today.

ST. LOUIS (AP) — Police in Ferguson, Missouri, and St. Louis County have been accused in a federal lawsuit of using excessive force and falsely arresting innocent bystanders. Five plaintiffs say they were roughed up or wrongly arrested during protests against the shooting of an unarmed teenager. One accuser says he was shot multiple times with rubber bullets and that officers used racial slurs.

AUSTIN, Texas (AP) — For the second time, a Texas judge has ruled that the state's school finance system is unconstitutional because it fails to provide adequate funding or distribute it fairly among wealthy and poor areas. Judge John Dietz struck down the so-called "Robin Hood" funding formula in 2013. His latest ruling says a $3 billion fix is inadequate. The latest ruling will be appealed.

CLINTON, S.C. (AP) — Officials in Clinton, South Carolina, say an 84-year-old man intentionally rammed a car into an assisted living home and has been charged with attempted murder. His car went through the door of the facility and ended up in the lobby. A gas can in the car caught fire and several people suffered smoke inhalation. All 40 residents had to be evacuated. Damage is estimated at $500,000.
