President Barack Obama ordered a review amid reports of deficiencies in the veterans' health care system. The review cites "significant and chronic system failures" and systematically ignored warnings that merit fundamental restructuring.

MOSCOW (AP) — Russian foreign minister Sergey Lavrov says the U.S. has been feeding the Ukraine crisis by agitating Kiev toward challenging Moscow and pressuring the European Union on Russia sanctions. Lavrov spoke today in televised remarks.
DAMASCUS, Syria (AP) — Russia's deputy foreign minister has called on the United States and Europe to take "serious" steps to combat terrorism, warning that several Middle Eastern countries are threatened. Sergei Ryabkov spoke to reporters today in Syria, where Russia supports President Bashar Assad's government. Apparently referring to the rapid advance of the extremist Islamic State of Iraq and the Levant across eastern Syria and northern Iraq, he says "Russia will not stand idle."
