The Utah state licensing department has rejected a revised plan from a Salt Lake pastor who was caught paying men just pennies an hour for their work.
An Eyewitness News Investigation, uncovered the questionable practices at Pastor Steve Sandlin's House of Refuge. It's set up inside the Central Christian Church.
Our investigation first uncovered clients were put to work for the Pastor's private telemarketing firm for as little as 28- cents an hour.
The State held hearings and the pastor agreed to fix things.
But, today the state found 71- deficiencies in the new plan.
Carol Sisco, Utah Department of Human Services: "It was the lack of detail, we couldn't tell if the client would be safe or not."
The pastor has been informed.
For now the House of Refuge isn't allowed to accept any new clients.
