BOSTON (AP) — It'll be a day of tributes today to mark the one year anniversary of the Boston Marathon bombings that killed three people and wounded more than 260. Vice President Joe Biden, Massachusetts Gov. Deval Patrick and former Mayor Tom Menino will be among the dignitaries expected to honor the victims during a program at the Hynes Convention Center. Between 2:30 p.m. and 3 p.m., a flag-raising ceremony and moment of silence will be held at the marathon finish line, to mark the time and place where the two bombs exploded.

LEAWOOD, Kan. (AP) — Charges could be filed today against a 73-year-old white supremacist accused shooting to death three people outside two Jewish facilities in a Kansas City suburb. Investigators have not revealed any motive for the attack allegedly carried out by Frazier Glenn Cross. One of the victims was a 14-year-old boy.

PERTH, Australia (AP) — Crews looking for the missing Malaysia Airlines plane are hoping to get a robot submarine back into the Indian Ocean today. The job of the U.S. Navy's Bluefin21 is to search the seabed for the plane and its two black boxes. But it automatically returned to the surface yesterday after reaching its maximum depth of 15,000 feet.

WASHINGTON (AP) — People with old Social Security debts are getting a reprieve, at least temporarily. The Social Security Administration has suspended a program in which thousands of people were having their tax refunds seized to recoup overpayments that happened more than a decade ago. Acting Commissioner Carolyn Colvin says she's suspending the program while the agency conducts a review. There've been complaints that people were being forced to repay overpayments that were sometimes paid to their parents or guardians when they were children.

ESCONDIDO, Calif. (AP) — The Escondido Country Club in San Diego County, California is absolutely breath-taking. Literally. The owner is in trouble with the county for spreading smelly chicken manure on the golf course, and residents say it's overpowering. The U-T San Diego newspaper says the county issued a public nuisance citation Monday, and the owner of the now-defunct country club could be fined $10,000 a day. The egg ranch that supplied the manure also has been cited.
