SALT LAKE CITY — A former Morgan County Council administrator faces federal charges for allegedly misusing public money.
A six-count felony indictment was filed against Garth B. Day, 41, in U.S. District Court on Tuesday. He is charged with money laundering; false loan and credit applications; theft from a program receiving federal funds; and wire, mail, and bank fraud.
As the council's administrator from June 2008 to Aug. 4, 2010, Day was responsible for managing Morgan County’s finances. According to federal prosecutors, the county lost $465,537 in 2009 and 2010.
Day, of Elwood, allegedly converted federal transportation funds to his own use, wired $92,000 of county redevelopment money to a personal account to pay off a debt, and opened a bank account in the county's name for personal expenses. He also allegedly told a bank he had the authority to apply for a $250,000 line of credit for the county when he did not.
