SALT LAKE CITY -- The Salt Lake County Council has endorsed Utah's first-ever ordinance to regulate puppy mills.
The measures, presented by Council member Joe Hatch, will require anyone breeding more than one litter of puppies a year to obtain an annual license.
The conditions of that licensee would include proper housing for animals and resting periods for breeding animals.
