SALT LAKE CITY (AP) -- Utah Gov. Gary Herbert has vetoed a bill that would have ended a requirement for notaries to take a written test before being issued a certificate by the state.
Notaries witness signatures for legal purposes. Anybody living in Utah older than 18 who can read and write English, get the endorsement of two state residents and pass the exam can become a notary.
Herbert says the test helps ensure that notaries understand their responsibilities and duties.
Herbert vetoed the bill Wednesday.
