SALT LAKE CITY (AP) -- A state representative is proposing a resolution that urges Gov. Jon Huntsman to withdraw Utah from the Western Climate Initiative.

The Western Climate Initiative is a pact created in 2007 that includes four Canadian provinces and seven U.S. states. The goal of the pact is to reduce greenhouse gasses with a market-based system.

In House Resolution 3, Rep. Michael Noel, R-Kanab, says reducing carbon emissions through government mandates could increase consumer costs, forcing companies to do business in less expensive states and countries.

The resolution was scheduled to be debated in a House committee Tuesday.
