(KSL News) Two words have stalled the passage of a bill that would make harassment through electronic communications illegal.

Critics of the Senate bill said use of the words "annoy and offend" make the measure too broad and could lead to wrongful prosecution.

The sponsor of the bill says it would help prosecute in cases of domestic violence and other situations where protective orders are needed.

The bill is currently stalled on the floor of the Senate.
