SALT LAKE CITY (AP) -- Utah lawmakers had the highest participation rate in the country for the America's Legislators Back to School Program.

The ranking by the National Conference of State Legislatures covered the 2008-2009 school year, when 94 percent of Utah lawmakers visited local classrooms.

The civic education program is designed to help students understand the legislative process and instill trust in government. Students get hands on experiences with lawmakers such as holding a simulated hearing, a mock legislative session or drafting a bill.
