FARMINGTON, Utah (AP) — Prosecutors have cleared a Utah police officer in the deadly shooting of a man who authorities say refused to surrender weapons and fired shots.
The Standard-Examiner reports Wednesday that Davis County prosecutors declined to pursue charges against Syracuse Sgt. David Skinner in the shooting of 64-year-old Allen Scott Culpepper.
Officers from multiple agencies north of Salt Lake City responded to the parking lot of the Clinton Police Department in late November.
Syracuse police say they found Culpepper "emotionally distraught" and locked in his car with "multiple firearms within his reach."
According to police documents, both Culpepper and Skinner fired shots, ending a three-hour standoff.
Syracuse Police Detective Erin Behm says Skinner has returned to work. He was placed on paid administrative leave after the shooting.
