OGDEN — A former West Valley City man faces charges of sexually assaulting and kidnapping a 13-year-old girl he met via social media sometime in 2021 or 2022.
Chad Jason Torres-Cruz, 30, faces a count of child kidnapping and rape of a child, first-degree felonies, sometime between Aug. 7, 2021, and Aug. 6, 2022. The Weber County Attorney's Office filed the charges last Friday in 2nd District Court in Ogden, and the court on Tuesday issued an arrest warrant for the man. He's being held in a jail in Spokane, Washington, on charges of rape and other crimes he faces there.
Torres-Cruz and the victim allegedly met via social media, Instagram, and the man picked her up from her home, transported her in his truck to the Pineview Reservoir area of Weber County and forcibly had sex with her. The man subsequently apologized to her via Instagram and met with her a second time.
During the second meeting, she "fell asleep in the vehicle, awoke at a motel with no memory of what had occurred and was found without her pants and with Torres lying nude beside her," read charging papers.
The girl told her sisters of the matter and they provided corroborating statements to authorities consistent with her account. The girl's mother said Torres-Cruz was not known to the family, according to charging documents.
Subsequent investigative efforts by the Weber County Sheriff's Office found the man had lived in West Valley City during the time of the alleged Utah offenses. Moreover, a truck registered in his name and his job with a trucking firm, as indicated through wage records, coincided with the girl's accounts.
According to charging papers, the man was arrested in Spokane, Washington, on June 18, 2025, and charged with rape, kidnapping, rape of a child and child molestation there involving a 13-year-old girl. Records from the Spokane County Jail in Washington show he was being held there in that case as of Tuesday.
The 2nd District Court charging papers say another young victim of Torres-Cruz has also allegedly been identified in Seattle.
