Andrew Adams, KSL Newsradio Ahead of a new, more stringent disclosure law on gifts for Utah lawmakers, one man appears to be taking it more to heart than others.

Alan Dayton, lobbyist: "Anytime there is more openness, it is good."

Alan Dayton, a lobbyist, saw the writing on the wall. He was motivated to write down everything that he has given lawmakers.

Question: "Shakespeare action figure?"

Alan Dayton: "Well, I just gave that as a gift."

Question: "Foam bazooka gun?"

Alan Dayton: "Yes, another legislator told me he had a score to settle. I just wanted him to do it in a really safe fashion."

Senate Bill 246 requires lobbyists to identify lawmakers who received tangible gifts of $10 or more. So what did he say about a $13 framed picture of an angel he gave away?

Alan Dayton: "I didn't want to leave the impression that it was something that it wasn't."

Question: "Like what?"

Alan Dayton: "Cigarettes."
