SALT LAKE CITY -- The Legislature is considering banning cell phones behind the wheel for anyone under the age of 18.

Last year lawmakers banned texting behind the wheel for everyone in Utah. This year, Rep. Phil Riesen, D-Salt Lake, has a bill that would ban talking on a phone behind the wheel for drivers under age 18.

"It's particularly dangerous for young people," he said. "They are still learning how to drive. Talking on a cell phone is distracting to an older person, much less a younger person."

Sen. Ross Romero, D-Salt Lake, has a similar bill in the Senate.

"This is a good beginning," said Riesen.

But Riesen says he doesn't believe there's enough support to expand it to an all-out ban.

Other lawmakers worry about encroaching on individual liberties.
