Fugitive arrested with runaway girl in Sugar House

SUGAR HOUSE -- Authorities arrested a fugitive and a runaway girl in Sugar House Monday night.

Salt Lake County sheriff's deputies and U.S. Marshals tracked a vehicle that had been involved in two high-speed chases to the Dee's restaurant parking lot on the corner of 700 East and 2100 South.

Officers arrested parole violator Morgan Winger, who failed to check in with his parole officer two weeks ago, and a juvenile female who's been missing about the same amount of time.

"The investigation obviously is still ongoing, but we're glad that it came to a safe conclusion without any risk to the public and minimal risk to our officers," said Detective Saul Bailey, of the Joint Criminal Apprehension Team.

Winger has a long criminal record involving drugs, theft and forgery. He was driving a stolen car that was full of stolen property.
